That was a line problem, not a pedal-or-don’t problem. He deviated from the line and cut back in, which increased the angle of attack/angle of lean. Everyone else peddled through just fine, and he probably had pedaled through that turn the previous 10 laps no problem.
I’ve clipped in crits a few times, always a nasty sound followed by what seems like a long time to contemplate that you’ll be sliding on your face/rest of body.

That’s why you use 155mm cranks
You can pedal but you need to be honking out of the saddle so the bike rocks and the pedals don’t catch.
Ride fixed and learn to pedal 100% of the time..
Or just pop a wheelie through every corner.
