The incident took place in Oradea in Romania outside Oradea city hall. City Hall officials had granted permission for a Critical Mass event to take place in conjunction with European Mobility Week that would pass by the front of city hall. According to the cities website there were traffic restrictions in place and the riders would be accompanied throughout by public servants and traffic police.

According to the organisers website “Today, 09.22.2015 we celebrated International Day without cars! Last day of the event “European Mobility Week” organized by the Intercommunity Development Association Transregio causes you to leave your car in the parking lot and make the most of: – Free Bike Sharing – Free public transportation (between 16:00 to 20:00) Around 6:20 p.m.”

The alleged drunk driver is an Italian man and a supervisor for the on-going works being carried out in the area which is currently closed to motorised vehicles. In the video the driver gets out of his van which is surrounded by cyclists taking part in the march. One cyclist can be seen standing in front of the van and looks to be concerned about the van driving into the oncoming cyclists, which includes lots of children.

After a short altercation the white van man gets back into his vehicle and the cyclists then attempts to stand in the way again to stop him proceeding. The driver puts his foot to the floor and starts to ram his van through the crowd. Luckily nobody was badly injured in the incident. The driver of the van was detained by the police who were at the scene but some members of the public still managed to hit the driver before he was taken away.
